A Comparative Study on the Child Support System

Abstract
This study has two research interests. On the one hand, it tries to find out if the welfare regime discourse arising from the study of cash benefits in OECD countries can also be suitable to the regulative intervention in the field of child support enforcement. On the other hand, it tries to find out in which condition Korean child support system lies and what kind of regulatory intervention is necessary to ensure a proper maintenance payment owed by non-custodial parent. The results are as followed: First, judging from the criteria of autonomy and privacy, there are differences between liberal(USA), conservative(Germany), and social democratic (Sweden) country. The child support enforcement system in Korea is underdeveloped, but has more similarities with American system than German. Second, Korea needs to concretize the regulations on child maintenance in such fields as identifying the father, counseling and enforcing service concerning maintenance claims, founding or appointing the responsible administration agency, concrete method of calculating maintenance payment, and introduction of advanced maintenance payment by the state.
